TURKISH REFERENDUM: ERDOGAN DECLARES VICTORY

Turkish Prime Minister Recep Tayyip Erdoğan declared victory Sunday night as 58 percent of voters approved a constitutional reform package in a highly debated referendum. The result marks the end of a contentious campaign that pitted the ruling Justice and Development Party, or AKP, which proposed the reforms, against the main opposition Republican People's Party, or CHP. Erdoğan hailed the step as a victory for democracy after 99 percent of the votes had been counted. "Both those who said 'yes' and those who said 'no' won today because advanced democracy is for everyone," Erdoğan said at the AKP's Istanbul headquarters Sunday night. "Every citizen has made great gains tonight." The referendum on 26 amendments to a constitution that was crafted after a 1980 military coup had become a battleground between the government and traditional power elites that believe Turkey's secular principles are under threat. The vote sets the stage for elections next year in a country whose regional clout has surged in recent years, The Associated Press reported. The civilian government says the amendments fall in line with European Union requirements for membership, partly by making the military more accountable to civilian courts and allowing civil servants to go on strike. The opposition, however, believes a provision that would give Parliament more say in appointing judges masks an attempt to control the courts, which have sparred with Erdoğan's camp.
